The Dean’s Council managed the University, and dealt with rudimentary functions and issues concerning the institution. The Deans council at its inception in July of 1973 consisted of Dr. Robert Cox, Dr. George Joyce, Dr. Robert Marsh, Dr. Noel McCoy, Dr. Gerald Morris, Mr. James Mayfield and Dr. Frank Smyrl these seven men directed the creation and rudimentary development of Tyler State College. During the Dean’s Council Texas Eastern University period Dr. Noel McCoy and Mr. James Mayfield were replaced by Dr. James H, Stewart Jr. and Mr. John Sawyer from September of 1975 through August of 1979. When the institution joined the Texas University system and became the University of Texas at Tyler the Dean’s Council expanded to eighteen members. These additional men and women Kenneth Casstevens, Wayne Criswell, L.J. Grubbs, Olene Harned, W.A. Mayfield, Sally Romano, L. Lynn Sherrod, Tom G. Turns, Donald W. Whisenhunt, Steve Wilson and Archie Whitefield guided the council until it was disbanded and the responsibilities delegated to multiple departments within the University of Texas at Tyler.
